The main objective of the assignment is to provide support to the KISIP Coordinator in managing and coordinating the implementation of KISIP. This will include working closely (almost one-on-one basis) with the KISIP Team heads (components 1, 2, 3, 4 as well as heads of finance, monitoring and evaluation (M&E), procurement, communication, environment and social management). The CTAT will be expected to maintain communication channels with the 15 municipalities where KISIP activities will be implemented. The consultant will also be expected to collaborate with the World Bank financed Kenya Municipal Programme (KMP), Nairobi Metropolitan Services Improvement Project (NaMSIP) and Water and Sanitation Improvement Project (WaSSIP), where applicable

CDC has provided the following expert services:

• Engineering Expert – The engineering expert will ssist in the preparation of Terms of Reference and Requests for Expression of Interest for engineering consultancies; evaluation of tender documents submitted by bidding firms for engineering related assignments; review of reports submitted by consultants; identifying, planning and phasing the informal settlements; assist the MH and municipalities in the monitoring and evaluation of various contracts; preparation of work plan and quarterly reports; and Advise the Component head on any payments due to consultants.
• Physical Planner –review of reports submitted by consultants; identifying, planning and phasing the informal settlements; ensure that planning regulations are adhered; review studies and reports produced by consultancies; recommend additional studies in planning for urban growth at municipal and national level; identifying strategies/policies and legislation at national and municipal levels; monitor contract evaluations and advise the respective component heads on payments due to consultants.
• Financial Management Expert – to support KISIP in strategic planning and usage of the KISP funds, assist the MH in providing effective financial management of KISIP funds by ensuring that the Project’s financial management systems are functioning appropriately.
• Community Development and Gender Mainstreaming Expert – The expert will focus on two major areas covering Community Development and Gender mainstreaming

Monitoring and Evaluation Expert – The monitoring and evaluation (M&E) expert will assist to plan, coordinate, and facilitate all M&E related activities of KISIP, most importantly set up a M&E system that will cover KISIP activities from national through to municipal and settlements levels. This includes establishing a computer-based M&E system in the MH, whose objective is to serve as repository for all information related to the KISIP’s indicators and to facilitate the generation of programme reports and train KISIP teams on the system; preparation of M&E guidelines and formats for presenting data; identifying training needs for M&E; and support.
