Kenya -Situation/gap analysis of the Kenya National Electronic Single Window

CDCI team and InfoGain were awarded a contract to undertake a situation/gap analysis of the Kenya National Electronic Single Window; requirements gathering for enhancements of the single window and requirements gathering for implementation of a business intelligence (bi) tool. As part of the mandate, CDCI team was involved in the review of the implementation and operationalization of PGAs processes and procedures on the KNESW and undertook a gap analysis on the readiness of KenTrade and Partner Agencies to implement trade processes and procedures on/through the KNESW. CDCI team was also involved in undertaking of a baseline studies on current state of affairs of the Kenya National Electronic Single Window System for trade processes and procedures related/linked to the KNESWS. Further, CDCI team engaged in the Requirements Gathering and Needs Assessment for the establishment of both a Robust Integration Layer and a robust Business Intelligence 

Gap Analysis

• Listing and elaborating the nature/type and status of the core trade processes for the identified Partner Government Agencies whose trade processes/procedures that are not yet offered on/through the KNESWS.
• Listing and elaborating the existing/established systems (manual, semi-automated, automated) that are run by the Partner Government Agency.
• Listing and elaborating the possible systems interfaces/integration scenarios that can operate between the Partner Agency and the KNESWS categorized by Agency.
• CDCI team elaborated the planned enhancements/upgrade of KenTrade’s capacity in terms of People, Infrastructure, and other resources for the purpose of improved support to the KNESWS operations.
• The team elaborated the Partner Government Agency’s current and planned capacity in terms of People, Infrastructure, other resources that are set to support the KNESWS related operations.
• With clear justifications, CDCI team elaborated KenTrade’s required capacity in terms of People, Infrastructure, other resources that would optimally support the KNESWS operations.
• With clear justifications, CDCI team elaborated the Partner Government Agencies required capacity in terms of People, Infrastructure, other resources that would optimally support the KNESWS operations.
• The team elaborated the opportunities for change (compared to how it has been previously done with other agencies) in the implementation model, associated operational/strategic risks, re-engineering possibilities among similar considerations as that could be undertaken to ensure optimal operations and hence services.
• The team assessed the system security situation within the Partner Agencies planned to trade processes through/on the KNESWS. The assessment must include System Security measures in place as well as Gaps/Challenges likely to be observed/experienced if the Partner Government Agency is on boarded without any interventions. Also, the assessment must document recommendations that need to be taken care of during the implementation phase of any interventions.
• Design an interview tool inclusive of a questionnaire for the different stakeholder groups to gather details on their experience in using the SWS.
• Conduct a desk review and prepare draft desk review report
• CDCI team prepared draft gap assessment report inclusive of results of desk review and stakeholder interviews.

Baseline Study

• Listing and elaborating the various processes undertaken through the KNESWS for those on the system or those undertaken by partner on the Partner System (either as manual/automated/semiautomated).
• CDCI team established the user experience and perception of the current services offered by the KNESWS and the respective Partner Government Agencies on the KNESWS.
• The team established the Time it takes to undertake the various processes through the KNESWS.
• CDCI team established the Cost associated with the various processes undertaken through the KNESWS.

Integration Layer

• The team carried out analysis of the current integration model used to integrate KNESWS and the PGAS/Stakeholders Systems sponsored by TMEA and establish if it achieved the intent purposes and value for money and recommend the best integration model for future integration if necessary.
• CDCI team elaborated the IL requirements for the KNESWS and conduct needs analysis.
• The team delivered implementation modalities/strategies of establishing an Integration Layer.
• Listing and elaborating the pros, cons, associated risks and assumptions of using either Open source and proprietary technologies.
• Listing and elaborating some of the existing and the most feasible options in the market for both Open source and proprietary technologies detailing the pros, cons, associated risks and assumptions for the various alternatives provided. At least 4 options (2 Open Source, 2 Proprietary) must be assessed.

Business Intelligence Tools

• The team elaborated the BI requirements for the KNESWS (for both KenTrade and the PGAs transacting through the KNESWS) then conduct needs analysis of the collected requirements.
• The team delivered implementation modalities/strategies of establishing a Data warehouse and BI tool.
• The team identified data sources from all trade and logistics players and propose mechanisms for relevant information collection (into the Data warehouse) and sharing
• We proposed a sustainability model for the Business Intelligence tool and Data warehouse.
