Section 126 of the Public Finance Management Act provides for every county government to prepare a development plan in accordance with Article 220(2) of the Constitution, showing the strategic priorities for the medium term; and a description of how the county government is responding to changes in the financial and economic environment. The programme shall show the strategic priorities to which the programme will contribute; the services or goods to be provided; measurable indicators of performance where feasible; and  the budget allocated to the programme. The plan will also show detailed description of proposals with respect to the development of physical, intellectual, human and other resources of the county, including measurable indicators where those are feasible

We provided the short term consultancy under the Institutional Support to the Kenyan Transport Sector project being implemented by NTU of Denmark for the Kenya government with the overall objective of improving the public transport in the City of Nairobi. The purpose of this short term assignment is to build capacity in the NCC Economic Planning and Transport and Roads Departments with the main objectives being to build capacity in the two departments:

• To prepare a programme of transport sector related initiatives and investments as a basis for updating the NCC Sectorial plan associated with the current 2018 – 2022 and future development of the County Integrated Development Plan (CIDP);
• To prepare a programme of transport sector related initiatives, projects, activities and investments for input to the 2021/22 Roads, Infrastructure and Transport budget; and
• To Develop processes and capacity towards continual efficient programme preparation and management within the NCC Roads, Infrastructure and Transport Department
