Charles is a public finance management expert with over 30 years of experience in both local and national government.

Biography

Charles has over 15 years of professional experience as a Municipal and Government accounting and financial management expert. He has directed many projects working for various organizations including project management for the Nairobi City water when it was under the City Council of Nairobi and as a director of Finance in the Ministry of Finance in Kenya before transferring to the United States where he lives now. In the CDCI Head Office he has gained considerable experience in financial analysis and
modelling; financial reporting; project management; policy analysis; logistics and procurement. He has also considerable experience in municipal finance and fiscal policy; budgeting; corporate governance; public sector reforms; revenue management; treasury management; drafting of agreements; stakeholder negotiations; restructuring of public corporations; project management project monitoring and evaluation, and on-lending. He is also experienced and has managed over 15 grants covering three campuses
supporting departments through the Office of Sponsored Programs Principal Investigators and Fund Managers in setting the accounting and financial management systems of grants at Texas Tech University, Health Sciences Centre. He was the overall manager responsible determining type of grant and the billing, budgeting, spending, reporting and documentation retention requirements. Further he ensured compliance with federal and state regulations governing grants. Reviewing and advising departments on compliance
with all procedures, internal and external, and making corrections. Preparing information for budgeting and audit. Identifying potential risks and instituting mitigation strategies. Ensuring grants are used and achieve the intended purposes. Charles holds a Doctor of Business Administration from Argosy University, a Master of Accountancy from University of Glasgow, a Post-Graduate Diploma in Law from Kenya Law School, as well as a Bachelor of Laws and Bachelor of Commerce from the University of Nairobi.
