Biography
Janet is a seasoned Evaluation Team Leader and Monitoring and Evaluation (M&E) specialist with over twenty-five years of experience supporting World Bank–financed operations, bilateral and multilateral programmes, and independent evaluations, with a strong focus on capacity development, institutional strengthening, and results-based management. She has led and contributed to mid-term and end-of-project evaluations applying OECD-DAC and World Bank IEG-consistent criteria, and has extensive experience
assessing results frameworks, institutional performance, and evaluability across governance, urban development, infrastructure, labour, and gender programmes in Eastern and Southern Africa. She served as M&E Specialist for the World Bank– and SIDA-financed Kenya Informal Settlements Improvement Programme (KISIP), strengthening results frameworks, data quality, and institutional M&E capacity at national and county levels to support supervision, learning, and accountability. She has also served as
national evaluator for ILO child labour elimination programmes and led the Kenya component of DANIDA-funded multi-country evaluations on women’s political participation, delivering evidence-based findings and actionable recommendations. Across her assignments, she applies World Bank-aligned evaluation principles, including mixed-methods analysis, triangulation, stakeholder engagement, and a strong focus on learning and sustainability, positioning her strongly for Evaluation Team Leader or Senior M&E Expert roles.
